Seth is an economics and financial power industry consultant with extensive domestic and international experience.
He was a VP and Principal with Levitan & Associates for 24 years, focusing on wholesale market design, price forecasting, power and transmission project economics, and the development, valuation, and financing of conventional and renewable resources. His most recent work has been with offshore wind projects, including prominent roles on the nation’s first successfully completed project and the first competitive offshore wind solicitation. He has testified before state regulatory commissions, in state and federal courts, and before FERC.
Prior to 1998, Mr. Parker was a VP of Stone & Webster Management Consultants responsible for due diligence reviews of domestic and overseas power projects. He previously held positions at J. Makowski Associates, ThermoElectron Energy Systems, and in the Treasurer’s Office at Pacific Gas & Electric.

Seth received a Sc.B. from Brown University in Applied Mathematics / Economics and an M.B.A. from the Wharton School in Operations Research / Finance. He has completed additional coursework in geopolitics at the Kennedy School, Harvard University.
